"Level 1-2 Fiora is super strong. Not many champions can handle the early damage output.
Maxing W first is not inefficient. Against certain champions possibly but overall no. Maxing W first grants you the most damage during the lane in order to make up for her "weak" laning phase.

Frozen Mallet is a perfectly fine substitution to Trinity Force. I even have a build listed for it. However I like Trinity Force on my Wukong.
