I'm pretty sure you can only max 1 ability (except Ult) at level 9 or above not level 8. I would council against using Abbysmal Scepter on the basis that it's range is 700 but all your abilities are range 1000 or so"

A chapter on situational items would be nice like on what situations you would switch Black Cleaver with Last Whisper. Other than that a nice buil"

So in the end your team has 2 AD, 2 Ap (albeit the support is a weaker version of the APC) and a tank. It's what I usually do as Soraka. Get 40% CDR, AP, MResist Shred and a lot of armor and some Mrest +MS. Only"
