"Read the damn rules and all questions asked so far will be answered.
You can be level 1 and play. Though w/out full runes and masteries its very difficult to lane vs skilled players.
you must have an NA account to play in a NA tournament."

"With the nerfs to the divey mids the game has slowed down some. Shyvana wasn't viable for a long time because she didn't fit into the snowball meta that was going on. Now its acceptable to focus on farming for 15 minutes where as a month ago it would lose you a lot of games."
