Wasteland 2 is a sequel to the original wasteland released in 1988, which was a turn based rpg. fallout is regarded as its spiritual successor, so you know, it might be a big deal.

thats why you take as reds with vamp scepter for sustain. spellvamp quints are totally pointless late game as you aren't building ap or magic pen, meaning your shit wont deal much damage at all, let alone heal it back.
it would take 90 seconds of rank one burning agony"

for instance, its intentional that she can be hit with skill shots and aoes when ulting. but yes there are a few bugs with her ult."
