"PF oh I know it levels silence in time. Just said you had "most" cc at lvl 1 on both q and w. My opinion is that the added cc and damage on w isn't worth the extra mana cost before say lvl 7? By then you already have glacial shroud, or if not you're on your marry way to it :p
