Skills are gained by adding gems to your equipment, every gem gives you a skill or in the right socket, supporst another.
But to upgrade those skill gems you need
a) enough points in the right attribute and

She kinda "falls into" dealing sustained dmg after she bursted all of her energy and waits for reg.
You can't call it sustained dmg if her burst intervalls are simply closer together.
