Ninja tabi just doesn't fit with teemo's whole build.

"Well the Warmog's Armor isn't as good of an item as it sounds. Sure it gives a whole bunch of hp, but frozen mallet gives 200 less hp (not counting WA's passive) and gives a bonus 20 damage and a good passive for if someone is running away, or chasing your teammate."
