Which build do you think is best?
None of them.
Here's what I use, no particular order.
Mercury's Treads
Heart of Gold
Sunfire Aegis
Atma's Impaler
Frozen Mallet
(game's probably over by this point)
Wit's End
Randuin's Omen/

Wouldn't you be extremely susceptible to mages with that build? Especially since you don't build MR till probably around the 40~ min mark? Actually, if you say in no particular order, why do you put some items after the game over point?
I also build
Heart of Gold, but I don't always build it into RO. I was just listing the "final" build items.
Isn't the whole point of building a
Wit's End is to get early AS and MR? I would think you would just build
Force of Nature and
Randuin's Omen for the end game. I also think an early
Warden's Mail is sufficient armor for mid game, which allows you to build your
Frozen Mallet +
Wit's End earlier.
Finally, I have one last question. Why the
Sunfire Aegis? I would think
Warden's Mail +
Atma's Impaler covers you for armor, and that
Warmog's Armor is superior for health. The passive seems pretty negligible.

I'd go something like
Boots
HoG
Giants Belt
Then go into AP offtank with items like
Rylais, Abyssal, Lich Bane if fed, Randuins, and try to fit in a Wits.
Or I go offtank and go
Wits, Frozen Mallet, Atmas, Randuins, and Force of Nature/Banshee.

Whenever I'm playing him top lane, which is where he should be, there aren't that many mages sent top.
I only leave my lane with my ult. If I'm going mid with it, I usually taunt them and my mid lane bursts people down so magic resist isn't that big of an issue.
I'm not going to justify it, because I can't. I just know it works.
The "game should be over" is where I usually am when they surrender.

These are all endgame items, no recipe items in here. Those 3 recipe items you listed are ones that I build. My current order with the builds is when I will "likely" finish that item.

Warmog's Armor,
Shen is, at heart, a tank, so when you get high enough resistances, it makes sense to get a ton of health.
I've thought about AP off tank, and I think it's an interesting idea, especially since you get a lot stronger ult shield, self shield, sort of taunt, and
Vorpal Blade. My problem with it, is that there are defensive AP items, but compared to defensive "AD based" (AS, AD that sort of thing) they usually aren't as useful. Also, your passive gives you more damage on auto attacks, and after your initial shield and self shield, you only really have enough energy for
Shadow Dash + Maybe
Feint, and you don't deal damage since you aren't casting
Vorpal Blade.
AP would probably look like this (Again only final items, and not in really any particular order):

Ninja Tabi
Rylai's Crystal Scepter
Zhonya's Hourglass
Abyssal Mask
Lich Bane/
Force of Nature
Warmog's Armor/
Randuin's Omen/
Rabadon's Deathcap/Whatever else you want.
Also, Banshee's? I understand health and spell blocking shield, but, as the tank, you want those spells flying at you. If you don't have a Banshee's, it makes you look more like a good target, sort of the mentality of not running GA on tanks, you want to get focused.

True, I assume against
Vladimir and
Rumble or whoever AP you build differently. I play
Shen with
Teleport and maximum map presence with tele gank, ult ganks, etc. Plus, I don't know about you, but I like to be in every single teamfight, as Shen can really break the game during teamfights. Thus, I like to have some MR to survive that burst the mages can put on.

Rammus (He likes Armor), occasional
Dr. Mundo etc.

Well the
Warmog's Armor isn't as good of an item as it sounds. Sure it gives a whole bunch of hp, but
Frozen Mallet gives 200 less hp (not counting WA's passive) and gives a bonus 20 damage and a good passive for if someone is running away, or chasing your teammate.

I just felt like I had too much armor in that build though, so I couldn't fit an
Build 2
That build is a traditional sort of tank build, but then you have no damage.
Build 3
This build is more AD based with a **** ton of health. I don't know how it would actually work in theory, as I've never tried it :3
