Shaco needs more skill, but is annoying as hell and Olaf is great at pushing and he is tanky so if you have a team consisting alot of squishies, it could be a better choice.
US Shacos are used by top ELO players."

"She is good early game but fails terribly lategame.
Her damage output is crappy and to realy do something you have to stand and spam all buttons, which makes you an easy target, not even mentioning questionable ultimate that has crappy range and you cant count on it.
