"imo, Frozen Heart > Randuin's Omen just b/c 20% CDR. Randuin's Omen is more of a tank item, and should only be built if the enemy has two or more Blade of the Ruined Kings. Otherwise, I'm pretty sure Frozen Heart is the better buy b/c of the Shatter aura and general AS red"

Normally, Sword of the Divine is considered an extremely weak item due to its active (or rather, what comes after the active).
