"The reason for Rylai's is actually the CDR. When having 40% CDR Q is extremely spammable and the slow will work well for more CC and for kiting. Veigar is a good kiter with CDR and a player, who is good at stunning with E. Maybe it's just me, but I prefer it over ROA, since I think ROA would be need"
