"No. You're based on your MatchMaking Rating (MMR or invisible Elo). Your skill is taken into account in your provisionals. Bronze won't be teamed with Plat (unless the Plat is very bad and has an extremely low MMR).

Rammus is an excellent tank in the jungle. Good ganks, and you don't need to build AD on him because of his passive.
I personally really like Dr. Mundo in the jungle, but I'm biased.
Shyvana is still a strong pick.
