What changed?
Not much.
Lucian was buffed,
Kog'Maw was nerfed; as well as
Unsealed Spellbook. Overall nothing was directly changed that is of great value.
How does bot lane look?
All in all, almost the same as the last patch. Team fighting, mid game oriented champions are the best suited for this meta and the most popular. There has been a slight increase in diversity for supports, but besides that it is mostly the same.
Popular and Strong ADCS
51.4% Winrate
13.6% Ban Rate
Direct Changes: W max rank health damage was decreased
Kog'Maw is known to be an absolute monster in the late game. He is able to shred tanks like paper and can out damage any ADC given a full build. Kog'Maw is still strong in this mid game oriented meta because he requires only
Guinsoo's Rageblade to start being effective in fights. His power level only increases over time making him a huge threat in the mid game and nearly unstoppable in the late game; even with his W nerf.
50.5% Winrate
6.1% Ban Rate

Similar to
Kog'Maw, Varus only requires
Guinsoo's Rageblade to start being effective, however Varus brings more utility and better early-mid game damage than Kog does. This makes him a more flexible pick and a pick that is of more value in the early to mid game.
51.2% Winrate
13.8% Ban Rate
Direct Changes: None
Tristana is different from other popular and strong ADCS in the fact that she does not build
Guinsoo's Ragebladeor
Runaan's Hurricane. Instead she uses
Statikk Shiv and
Infinity Edge to clear creep waves fast and focus down a single target; as opposed to the multiple target ADCS. She is great at stopping late game hyper carries from ever reaching their true form.
Popular and Strong Supports
52.9% Winrate
3.1% Ban Rate
Direct Changes: None
Taric is still one of the best and underplayed supports for the past few metas and this meta as well. His
Bravado provides the burst to secure a early game lead and
Cosmic Radiance is invaluable to mid-late game teamfights. His underrated nature makes him a uncontested pick and easily obtainable.
52.7% Winrate
1.1% Ban Rate
Direct Changes: None
Nami has not been changed for the past few metas, but the relaxation of hard roaming supports has lead to a resurgence for her. Keeping her opponents in lane, low on health, and keeping her bot health is exactly what a Nami wants. She is able to enhance her ADC's kit with her own
Ebb and Flow and
Tidecaller's Blessing; which allows her ADC to be a bit more effective in team fights.
52.3% Winrate
6.7% Ban Rate
Direct Changes: None
Janna is fantastic since she is often builds
Ardent Censer, which has amazing synergy with
Guinsoo's Rageblade. This makes using
Eye of the Storm a powerful buff to her ADC and her
Tailwind allows the entire team to roam across the map very effectively. Her
Monsoon is also a great disengage in team fights and can be used to secure picks in the early game.
Hidden gems
53% Winrate
10.1% Ban Rate

Brand is a great support to carry with and provides a gross amount of damage. While his entire kit is impressive for killing and poking down enemies, it is his
Pyroclasm that makes him very valuable in the mid game. It is very easy to use, deals tons of damage, and allows you to win games without relying on others.
Conclusion
With
Unsealed Spellbook getting nerfed we will not see as many supports take it. This will cause more lane oriented supports to be favored, but we should expect a healthy mix between roaming and lane oriented supports. As for ADC it seems while there is a good pool of ADCs to pick from, the fact remains that a select few far outclass the others at the moment. Overall its a good meta for bot, but there is a select group of champions who are too strong too fast.
