You have to consider the speeds of other junglers when making statements about clear times.
Udyr, Lee Sin, and other are all going to clear much faster than Rammus. His only hop for a reasonable speed is to get a kill or two and get a lucky early Sunfire Cape. "

Could work. Build a Sunfire cape with it, and max Cleaver and fire.
