"It depends on if you're trying to hold lane or dominate it.
You'll want to compound your effectiveness if you can win it.
For example. Talon is decent as Talon. Yet, when talon gets Brutalizer, he wins most lanes for free.
That's cause armor pen increases his potential so drastically.
