Not true. It doesn't do as much damage as Nidalee's spear toss.
He's no longer tier 1, but he might make the cut for tier2, and would easily be a high tier 3.

Dodge being one of the most powerful effects in the game, and attack speed being one of the most easily accessed effects.
6.75% dodge is a huge amount, as 5% dodge would mean 1 out of every 20 attacks miss completely.
