"He's not tankier, he's a better soak.
He keeps charging up his HP over a fight, but Rammus is the tankier champion.
Soaks function well against sustained DPS and Tanky champions function well against all damage typs.
Depending on how a fight goes, a soak can potentially take more damage "

When you consider AoE damage, Taunt (Which is almost as good as WW's entire ultimate) gank power, which is far above WW, and consider that their clear speeds are comparable and that Rammus is more durable...
