Yes it is core, yes it is the highest impact item for a tank, no it does not need to be rushed.
The tanking world is still a few phases behind the AD and AP carry world, for some reason the community never -really- took the time to learn how to tank and are now catching up.

I.E is rushed generally in lanes with a heal.
B.T. is generally purchased when lane partners have no heal.
Dunno if this is the case with those champs as well but it might be ^__^
