"Ashe is an AD carry with more utility than damage.
It's counter logical to take a carry with low damage output and load gold into it. In fact to be quite honest she has so much utility she could almost make a decent support right now, using heal as a summoner and hawkshot as a makeshift CV.

Really it's about efficiency of items in your inventory as well~ This way you never fall off, you'll keep scaling harder and harder into late game if it lasts that long. "
