Build HP.
HP counters AP burst, and will be useful against AD as well.
Warmogg's OP as per usual.
Then you stack up on your armor.
A GA will go a long way as well."

The value that is used to determine the increase is the base damage.
The increase is not the base damage. Base damage cannot be increased. ^^
