I'm pretty sure when it says "base damage" for 
Tough It Out, it just means a flat value. As opposed to the damage you gain based off of your % max health.
So no, it wouldn't buff Sheen procs or anything.

They later mention a base damage + 1% HP. I think they were just trying to be clear. :P
The increase is not the base damage. Base damage cannot be increased. ^^

It uses the flat value as a base, and then adds the percentage on top of that value to get the combined total damage increase. It does not increase olaf's base damage, but the base damage of the skill is added to his damage.
