"1v1 between Akali and Talon would depend entirely how strong one or the other is. Talon doesn't counter Akali just because he has a silence.
A farmed Talon would beat an average farm Akali. Because he would just 100 to zero her like he does to most champions.

He has two strong moment and that's it.
Early game when you have lvl 4-5 Q.
And then again when you have max E.
And then he sucks. For like the rest of the game.
