Posted a Comment: "IonDragonX's comment is from 2012. Runes have changed since, and now 9xgreater glyph of scaling cooldown reduction give 15% CDR at level 18. And no, these don't increase the cap. The cap is 40% and the only thing that increases it (as of season 6) is that one mastery that raises it to 45%."

Splitpushing is really hard to pull off in lower elos (lots of stuff to take in account), yet most people still think it's the only alternative to teamfighting. It's definetly not. B"
