Honestly don't know.
You have to sacrifice important items to get it.
It seems like a tier 2 item to me...
You have to sacrifice either massive damage output from crits, sustain and damage,...

Khazix mid isn't a "counter" it's super strong. Kat and Eve are gay snowballers as well.
Top Lee falls off Vlad doesnt really have any cc so i'd personally say no
Darius, Riven, Singed, Shen, Rumble, Zed are quite strong.
