Cait's safe and mana sustained if you don't spam spells but her influence is a lot less compared to other ADs mid game.

"Her early game is quite bad compared to other AD's.
Her Volley is avoidable through minion blocking, so you can just choose hard harass champs like Ez Graves or Corki to outharass her easily early."
