TBC requires three actual hits to play its full effect, which means that your first round of burst from your Q+AA+Q+AA+Q+AA will not deal as much damage.
Also, TBC gets less effective as the enemies start getting more than 110 or so armor.

Also, if you're top and the enemy top is coming to roam mid to gank, you should definitely follow unless your minions are shoved to your tower.
