Around what level are you both? You need to trade blows early game before he can get his spin out in range on you. Garen cannot do anything without his spin.

I'd get stun level one, then e, q. You'd have to have really quick reflexes to w-->e him before he reacts. When he's out of the stun duration, e back out and passive farm again."
