"Pretty sure Lulu not only poops on talon, you can also pretty much rush armor + hp items and just kill his tower with ranged AA's until he gains waveclear, from which point you harass him out of lane.
Actually, I'm sure Lulu can win the matchup simply by boring you to death and taking your tower."
