If u check some guide about fizz, u can see other ppl playin fizz with a teleport instead of a flash. ;) !
Remember, if he's really low hp, a single auto attack can kill him (+poison), if u up W, u'll deal more damage and take more kill with low-hp ppl.

It was hard at begin to play wihtout flash, but if u know all about ur cd, timing of zhonya and stuff like this, u'll have no probs playin without flash.
U can easily engage with an E in some situation, but for this, u'll need vision, nothin more.
