"Rylai's, Seraph's and DFG are all sub-par at best on xerath. Besides that I'd never put teleport as my standard secondary spell. Runes and masteries are sub-par as well."

No, with good reason. Her damage is low, her mana costs are high and she pushes the lane. Also, making use of her ult is hard.
