"You do realize the passive on The Black Cleaver is UNIQUE and therefore does not stack. You will still get the 15 ArPen but that's kinda bad.
But buying Last Whisper and The Black Cleaver certainly counters Armor tanks such as Rammus and Malphite. Or any champ that buys a shit"
