"I believe Luigi is correct. Since Kennen is squishy, and very reliant on being at dangerous range to deal peak damage, Rylai's Crystal Scepter seems like the way to go. It's very expensive, but I disagree that it's cost-inefficient.

"I'm guessing you have flat cdr glyphs and are running the 9/0/21 mastery setup (or 9/21/0). you can get 10% from the masteries, and almost 6% from runes. mix that with the 15% from ionian boots, and get blue buff or eat a brilliance elixir."
