I believe it does work but ryze is better laner than he is a jungler. His clear is pretty bad pre-6 and he can't really get farmed up to get some mana etc. in the jungle.
TL;DR viable but...

I'd say it is. 10 flat armor pen isn't really much of anything apart from the 30 armor they have in the beginning. And I have ran armor pene quints on zed and talon for a while now anyways.

Not a jungle main but from ADC main's point of view: 7 or 8. Can still get pretty fed and get damage and survivability and make the enemy ADC completely useless by assassinating him immediately.
