"I believe boots start is completely useless because 25 movement speed does nothing for lane. I also cannot imagine a situation in which you'd prefer cloth armor over doran's shield cause 100 hp is op early game. Would go with only 2 starting options instead of 4"

It's still completely viable, I think. I take it on tanky nocturne and sometimes on shyvana. You can replace it with items like guardian angel or randuin's omen or sunfire cape...
