"It shines on Xin Zhao and Twisted Fate and that's about it. With Xin, it gives you a TON of attack speed and a lot of armor penetration while Twisted Fate obviously benefits from AS and the proc synergizes with Stacked Deck, although you shouldn't be playing AD Fate anyway.

Tanky DPS Xin Zhao
There are so many goddamn ways to build Xin Zhao and I'm not quite sure of the angle I want to go with yet. I just bought him and I plan to jungle with him, as he's actually quite a good jungler...

"Unless you've saved up 20k IP, getting a full set of flat CDR glyphs isn't worth it yet and you'd be better off getting scaling MR because they're much cheaper. Prioritize MPen/Armor pen."
