"He's OP in low ELO because he can kill someone, and then stall until he can repeat it because the other team doesn't realise he's effectively useless and think they're now outnumbered. In other ELO even if you do engage if he can kite he'll blow his abilities. and run off and idiots will pursue him "

Or the fact that he can trap 5 people for 3 seconds with no escape opportunity.

In fact landing a 2 man E is uncommon and it only is more unlikely from there.
The ghost seems to have been nerfed, as it only has a fixed amount of attack damage and you don't gain any stats from it.
So you ever ust the assassin or the tanks."
