You slow them with E > auto attack > E (before the auto attack hits the target) and it will still proc the passive.
This allows for a quick burst and maybe an extra auto attack because they will be slowed again.

"Like MrGrom222 said you should really add a hall of fame or show your match history. Adding your lolking profile would also make it because guides like yours will be downvoted to oblivion (following the meta or that's-what-pros-do mentality) without proof.
