You don't need the slow to be permanent. A chance proc is more then enough. And Phantom dancer's crit and attack speed are negligible if you lose a slot that could be filled"

Riven's design was specifically to make Sheen a subpar item. TriForce still maintains value through its on-hit slow chance proc and movement speed."

Orianna is only as good as her Summoner.
If you're in low-ELO, she'll do poorly. If you're in high-elo, you'll do fantastic.
Again, I've generalized for time's sake.
The nerf was necessary, and will make it a lot easier to handle her in lane."

Her route is bad. She has to do red before small golems AND recall. This means she loses over a minute's worth of Red buff walking around.
