"They aren't buffing her viability at all. For organized teams the Q buff will be nice. For solo queue it's nigh pointless. The only thing they're buffing on her E is a slight range buff, which is inconsequential. Then they're nerfing her passive and heal.

She's fine as is. Her ult could use a small buff and I'd like to see her heal slightly buffed, but that's it.
A nerf to her passive, even 5%, is a significant overall nerf, even if they buff starting stats."
