"Depends on the champ. On Taric for instance, you get Armor for Shatter, so with him I wouldn't say any armor runes are necessary. On Taric I'd wager either GP/10 or Mana Regen higher than Armor (Seals).
On other supports, I'm going to change my MPen for armor and considering the choice"
