Does the leaver system work?
I've just lost three solo queue games in a row due to leavers. I reported all three, but I'm just wondering... Does the system even work? Why are people allowed to quit 20 games out of their 200,...

We started off losing, with me getting both deaths and their Cho getting massive, but by the end we were pretty much on all on sprees"
