"I did a bit of testing on my main and I think I get what you're saying.
The high amount of armor is great and all, but there isn't enough health to support it since your armor scales off of your max HP. With a Frozen Heart blue build and your standard runes, 19/0/11 masteries, etc., you get 6"

"The usual AP Shaco build would have a Liandry's Torment, a Rylai's Crystal Scepter, and possibly a Lich Bane (which can crit to my knowledge).
Nashor's Tooth is pretty much a crap pickup for anyone without some form of AP-based autoattack modifier.
