"Putting more points in scatter the weak lowers it's cooldown. Therefore, it increases the amount of CC you can put out. It doesn't directly increase your CC time."

"I'm not quite sure why you max Q first. The cooldown doesn't change, and the mana cost goes up. I would think you should max either W or E first since that seriously increases your CC uptime, while not really dipping too hard into your mana pool.
