"Jungle Maokai is special in that his ganks are superb and he needs the AP to keep up in speed. He also has awesome AoE damage.
Fizz on the other hand doesn't have a bunch of "on demand" AoE damage skills and will spend most of his time auto-attacking. Hence the reasoning for going AS/On"
