Q rests the AA timer.
As soon as you hit six and put a point in the ult, you can use it as it gives 100 fury right when you put the point in."

Few points I'd like to make though.
Promote is not that good on a defender like Maokai. It'd be much batter to have a re-positioning spell like flash or ghost instead.

Maokai solo top match-ups
I've just released a Maokai guide again. the build, skill order, etc are all fine.
The section I need the most help on is the solo top laners section.
