In my experience it's 'cause she has really high damage even when going full tank, she has a gapcloser + knockup and a global teleport. Apparently she also has really high sustain too "

"It's good on champions who rely a lot on physical abilities (lucian, graves) or on champions who have a self-buff which can make full use of the active (twitch) or for dueling. Caitlyn sucks at all those things though, and on a pure autoattack team-based champion Shiv or PD are much stro"
