It gives you enough sustain and damage to sit around half health which is ideal because you want to have some health missing for extra damage but not too little incase you get invaded or you need to gank."

Getting 2 levels of rocket jump will decrease the cool down and damage but with this build you wont be jumping on enemies very often so the damage increase wont help much and the cool down will remain high and so will only be helpful in very few si"
