Hey I have reached 3150 for the first time and have somehow not spent it on a cheaper champion that I never use.
I want to know a good champion that is 3150 that can really pack-a-punch very quickly
I have looked at them and Katarina feels to be the safest choice
But I have felt that she might be too squshy and they looked at Mordekaiser
This went on and on and I felt I need the community to settle this

if you know your playstyle already for some reason, watch a few videos or read some guides about all the champions that you consider buying(all the 3150 champions in your case),then find the one you like best.
i know this is not really an answer(and im pretty sure you wont follow my advice anyway), but i dont think there is something like a safe choice, just champions you can or cant play depending on their mechanics and their dificulty(you are more likely to do well with
if you found this chamopion(could be anyone, not just the 3150s), buy him/her. you will most likely have fun for many hours with him, an as soon as you learned him,it doesnt really matter if it is a safe choice or not.
TL,DR: just play the free2play champions until you find one you like.
