Twin Fang might have a 0,5 sec CD, but Lich Bane still has 2 seconds CD :P
Besides, Cassiopeia barely auto attacks.

The most viable ADC mids I can think of are Caitlyn and Ezreal.
Caitlyn has very useful traps, pokes and an amazing range.
Ezreal has 24-7 poke and is very mobile.
