Urgot surely is underrated, but if you want to find out if he is the most underrated champion, research is necessary, a lot of it :O

Twin Fang might have a 0,5 sec CD, but Lich Bane still has 2 seconds CD :P
Besides, Cassiopeia barely auto attacks.
